it's official. even msdn now says SHGetMalloc returns the same allocator CoTaskMemFree uses and a little debugging backs this even on Windows 95

- RMDir can now be used with both /r and /REBOOTOK
- RMDir /r no longer leaves lots of files behind if one file removal failed
- The plug-ins directory is now always deleted, if not immediately, then after reboot
- RMDir /r prints a detailed log of its actions

- SetOutPath now sets the current directory (RegDLL no longer does)
- File names are now validated for commands that need normal files, the directory selection dialog, and every variable that contains a file/dir name
- Fixed a distortion of the MUI's branding text with ClearType
